Why do pharmaceutical products have to disclose cancer risks but over the counter stuff doesn’t?

Pharmaceutical products that contain benzoyl peroxide have to disclose carcinogenic risks on package inserts, but the same rate of benzoyl peroxide in over the counter benzoyl peroxide doesn’t. Why is that?

    I am not positive, but I think it is because over the counter products are not quality controlled like the pharmaceutical products. This means the ingredients vary, so they don’t have to disclose it.
